Any live file in your projects, counted across your whole org. Editing, renaming, or versioning a file doesn't add to the count. What counts is how many files exist.
You keep your paid plan until the end of the period, then drop to Free. Free caps you at 5 Work Items and 5 Executions per month (and if you have extra members, those stay readable); everything you already created stays yours, and your monthly quota simply resets. Nothing is lost, and version history comes right back when you upgrade again.
